## Key takeaways

- Beijing aims to put more than 10,000 fuel cell vehicles into cumulative use and build more than 40 hydrogen refueling stations by 2030, according to the plan issued by the Beijing Municipal Bureau of Economy and Information Technology on October 30\.
- The plan targets a municipal hydrogen industry chain value above 40 billion yuan by 2030, with the Beijing-Tianjin-Hebei hydrogen chain value exceeding 100 billion yuan\.
- The plan schedules the Ulanqab green hydrogen pipeline to Beijing with a planned hydrogen transmission capacity of 500,000 tonnes per year and a total length of about 1,059 kilometers, of which the first phase is designed for 100,000 tonnes per year of hydrogen production and transmission\.

## Targets for 2030

Beijing released the Beijing Hydrogen Industry Development Implementation Plan \(2026–2030\) on October 30 through the Beijing Municipal Bureau of Economy and Information Technology\. The plan sets a 2030 goal of more than 10,000 fuel cell vehicles in cumulative use and more than 40 hydrogen refueling stations\.

Under the plan, Beijing's hydrogen industry chain is targeted to exceed 40 billion yuan by 2030, with the Beijing-Tianjin-Hebei hydrogen industry chain targeted to exceed 100 billion yuan\. The plan calls for adding more than 6,000 hydrogen-powered vehicles and building a hydrogen highway network of "6 main corridors plus 11 branch lines\."

## Green hydrogen supply and emissions

The plan calls for building sustainable aviation fuel \(SAF\) projects in the Yanshan area and at Changping Asuwei, forming green hydrogen consumption capacity of more than 35,000 tonnes per year and replacing all hydrogen produced from fossil fuels\. Annual carbon dioxide emissions are targeted to be reduced by more than 300,000 tonnes\.

Beijing plans to build a capital green hydrogen supply hub in Fangshan District, with green hydrogen supply capacity of more than 50,000 tonnes per year during the 15th Five-Year Plan period\. The plan also supports building a green hydrogen and green fuel trading center\.

## Hydrogen pipelines and stations

The Ulanqab green hydrogen pipeline to Beijing is planned to transmit 500,000 tonnes of hydrogen per year, running about 1,059 kilometers from the Shangdu first station through Inner Mongolia, Hebei, Beijing and Tianjin\. The overall pipeline has a design pressure of 6\.3 MPa, a maximum operating pressure of 5\.72 MPa and pipe diameters of D457/D610, with 10 stations and 50 valve chambers along the route\.

The first phase is designed for hydrogen production and transmission of 100,000 tonnes per year, of which 50,000 tonnes would supply Beijing hydrogen users\. The Beijing section lies entirely in Fangshan District, runs 19 kilometers with a design pressure of 6\.3 MPa and a pipe diameter of D457, and includes one terminal station and three valve chambers\.

From the terminal station, two branch lines would run at 4\.0 MPa design pressure and DN550 diameter: one about 1\.1 kilometers to the Yanshan Petrochemical refinery hydrogen pipeline, and another about 7 kilometers to the hydrogen supply center\. The plan also calls for combined hydrogen production and refueling stations, distributed hydrogen production projects and priority for combined oil-hydrogen and integrated energy stations\.

## Regional pilot and innovation projects

The Beijing-Tianjin-Hebei hydrogen integrated application pilot city cluster covers 13 cities in six provinces, including Beijing's Daxing, Fangshan and Changping districts\. The cluster plan includes six hydrogen highway corridors, five hydrogen industry demonstration bases and 23 innovative application projects across seven categories\.

Fuel cell vehicle deployment focuses on three categories and 11 sub-scenarios covering trunk freight, urban freight and passenger transport, with at least 12,000 fuel cell vehicles to be promoted\. The plan includes four hydrogen metallurgy pilots at steel enterprises in the Beijing-Tianjin-Hebei region and a trial replacing 35,000 tonnes per year of hydrogen-based chemical raw materials\.

## Technology and equipment goals

The plan targets fuel cell vehicle production capacity at the 10,000-unit level and a reduction of more than 30 percent in the combined cost of fuel cell vehicles and core components\. It also targets electrolysis hydrogen production equipment capacity of more than 4 GW and a reduction of more than 30 percent in the full-chain cost of green hydrogen production\.

Planned projects include a national-level hydrogen innovation center upgraded from the Beijing Hydrogen Industry Innovation Center and a hydrogen industry-education integration platform\. The plan lists pilot platforms for high-temperature membrane fuel cells, new electrolyzers and hydrogen internal combustion engines, and takes effect from its issuance date through December 31, 2030\.
