Battery plan issued for 2026-2030 period

The New Battery Industry Development 15th Five-Year Plan, jointly issued by the Ministry of Industry and Information Technology and six other departments, was officially released on September 28, 2026. The plan aims to consolidate and expand China's global competitive advantage in the battery industry, deploying 19 key tasks across five areas with five supporting special columns.

Industry scale and supply chain position

China's battery industry has surpassed a trillion yuan in market size and accounts for more than 70 percent of the global market share, keeping the country first in the world by industry scale. Most lithium battery materials and production equipment are now domestically produced and have reached internationally advanced performance levels. A small number of upstream materials and equipment remain weak links, including separator PE substrates, battery-grade PU binders, high-end aluminum-plastic film CPP substrates and wet-process separator production lines.

Five main task areas

Accelerating full-chain innovation is the plan's first key task. Industrial upgrading is the second, focused on digital, intelligent, green, integrated and safe development, with AI-enabled digital and intelligent transformation spanning battery design and development, manufacturing and connected applications.

The third task is building a modern industrial system, centered on cultivating quality enterprises and optimizing industrial layout; the plan supports mergers and acquisitions among industry enterprises to raise industrial concentration. Strengthening the science and technology service system is the fourth task, covering the innovation system, standards, testing and certification, intellectual property protection, and full-process management of product traceability and carbon footprints.
